As with any organization, the life blood of the organization is membership.  From the beginning of this organization, membership is by INVITATION only.  A member, known as a Voyageur, would invite an individual to become a member of this Honor Society.  Their application then comes before the membership with 3 Voyageurs (members) attesting to the character, leadership and military service by written signature with the application.  A committee is then selected to confirm the application information prior to the vote and report back to the Locale( the local organizational chapter).  A unanimous vote by the membership body then is required for entry into the organization.
